The map you spawn with has a scale ofmeaning that every 8 blocks in the world is 1 pixel on the map. It used to be the case that every new map you make would automatically be this scale. However, now when you make a map the default scale ismeaning that every pixel on the map is a block in the world. To change the scale you have to surround a used map with 8 pieces of paper. However, this achievement does not require maps; it just requires any map. Thus, if you make nine maps and disregard the one you spawned with, it is much easier to make because the maps fill out almost instantly not completely though.
